DPA OPERATIONS-HSE SUPERINTENDENT
Job Descriptions :
- The Marine Department, which is responsible for the safety, maintenance, care and overall operations of our fleet of survey vessels, has an opportunity for persons who are established within a Designated Person Ashore (DPA) role or similar.
Safety on board our vessels is the number one consideration when we perform our work. The DPA will be responsible for ensuring the safe operation of each ship and provide a key communication link between the office and those on board on vessels.
You will ensure that ships’ security assessments are carried out and liaise with the relevant security officers to achieve this requirement. You will organise and coordinate internal audits, verify and monitor the Company Safety Management Systems, ensuring that adequate resources are in place to implement those systems.
Sharing information and communicating the SMS and ISM code are essential to ensure adequate understanding by personnel involved, including relevant rules, regulations, guidelines and any adjustments or amendments to them. You will also be tasked with enforcing security policies, as set out in the Company plan. You will carry out incident and accident investigations, as well as risk-assess any potentially hazardous work.
The position is based at our offices in Jakarta but you will be required to visit vessels as part of your safety & security role on a worldwide scale, to promote best practice, communicate safety culture and maintain a pro-active presence.
- Maintain continuous awareness of all vessels in operation and their status within his assigned region.
- Responsibility for the recruitment of qualified vessel crew members which meet all required licensing and certifications by the government and client.
- Provide management and leadership for all FBMS maritime personnel.
- Serve as main representative of FBMS with client management.
- Prepares and submits reports on timely schedule to Head Office.
- Monitor daily work practices utilized by PT Flora Bahari Marine Services and our contractors/subcontractors present on the project. Confer with foremen and labor supervisors on health, safety and environmental matters to ensure that work plan procedures are continuously in conformance with PT Flora Bahari Marine Services, client and governmental requirements.
- Stops work in imminent danger situations, recommend corrective action, and advise supervisors of actions to be taken. Initiates Notices of Non-Compliance and follows-up to ensure corrective actions, as stipulated and approved by Corporate Management, are implemented.
- Remain aware of all health, safety and environmental National Standards/regulations promulgated by the Occupational Safety and Health Administration/International Marine Safety and Health Administration and other Indonesian governmental agencies.
- Conduct or assist, as assigned, in accident investigations, OSHA/MSHA weekly compliance audits, project health surveys and insurance audits. Document causative factors, prepares report, maintain records and takes photographs as required.
- Prepare subject material and conduct project health, safety, environmental, and fire orientation and training programs for manual/non manual/marine personnel.
- Prepares for approval by the General Manager, project health, safety, environmental and fire reports as required by the PT Flora Bahari Marine Services Safety Procedures manual.
- Familiar and able to create/improve the HSE that relate to the Marine industry.
- Attend meetings of supervisors to ensure that the project health, safety and environmental program are adhered to when making up the work plan procedure and its implementation.
- Audits project medical records to ensure that OSHA/MSHA record keeping requirements are maintained and identified injury and illness trends for corrective action.
- Prepare required monthly HSE reports and distribute according FBMS policies.
- Establish and maintain all HSE records and be prepared for regulatory or potential client audits.
- Multi-tasking and ability to prioritize tasks to ensure most urgent matters are performed first.
- Assist with preparation of HSE documents for Tenders such as required by Oil and Gas Companies Organize and conduct HSE meetings.
- Communicating and discussing in English with HSE Consultant.
Qualification :
- Male, Candidate must possess at least certification/degree from National Merchant Marine Polytechnique.
- Proficiency in English both oral and written.
- Have K3 Certificate is required.
- Working experiences min. 10 (ten) years in HSE Department at Marine or Oil & Gas Company. This is mandatory.
- Experience in the implementation of Standard Operating Procedures for Health, Safety, and Environment within the Marine department.
- High level of computer literacy and creativity.
- Must have good planning skill and interpersonal skills.
- Must have good analytical thinking and ability to perform with minimum supervision.
- Applicants will ideally have several years experience working in a DPA and/or ships’ safety and security role within the marine industry, either in a seagoing or shore-based position. You MUST have a working knowledge of the ISM code and relevant maritime regulations, codes and classification requirements.
